TITLE II — Transition and return to legitimacy
The continuity of the State rests in particular on the regular functioning of its institutions and the periodic renewal of elected authorities.
The competent Electoral Council, with due respect for its constitutional independence and for the law, ensures on a permanent and recurring basis the planning, preparation and organization of elections.
During a transitional period, the authority temporarily exercising executive power guarantees, as a priority:
– the continuity of the State;
– security;
– the functioning of essential services;
– the independence, protection and legally required resources of the Electoral Council.
Organizing elections is not a task specific to the transition, but a permanent democratic function exercised by the competent Electoral Council.
No executive authority may take the place of the Electoral Council in administering the electoral process.
